The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (AfDB), Agence Française de Dévelopement (AFD) and the Islamic Development Bank (IsDB) towards the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme. The objective of the iDICE Programme is to promote entrepreneurship, boost innovation, create jobs, enhance social development, and achieve economic transformation by fostering growth in the digital technology and creative ecosystem, building on brownfield investments and synergies with ongoing initiatives in Nigeria.
As implementation expands across multiple implementing partners, fund managers, financial institutions, consultants, beneficiaries and ecosystem actors nationwide, the Programme seeks to engage the services of an Independent Monitoring, Evaluation and Learning (MEL) Firm to provide technical support throughout the remaining implementation period.

The firm shall complement and not replace the monitoring and evaluation functions of the Programme Coordination Unit by providing independent technical expertise, objective assessments, verification of programme results, specialized evaluation services and strategic learning support.
Objectives
The overall objective of this assignment is to strengthen programme performance, accountability and learning through independent monitoring, evaluation and verification of programme implementation and results.

Specific objectives include:
- Conduct independent monitoring of programme activities across all programme components.
- Verify outputs, outcomes and results reported by implementing partners, consultants and services providers.
- Conduct field monitoring missions throughout programme implementation.
- Evaluate programme effectiveness, efficiency, relevance, coherence, sustainability and impact.
- Verify programme data and assess data quality.
- Conduct beneficiary verification exercises and satisfaction surveys.
- Assess implementation bottlenecks and recommend corrective actions.
- Conduct thematic evaluations, generate lessons learned and best practices.
- Support the preparation of the final programme evaluation.
- Strengthen knowledge management across the Programme.
The Bank of Industry (BOI) now invites eligible Firms to indicate their interest in providing these services by submitting their proposals, demonstrating experience in performing similar assignments with references, and showing responsiveness to the qualification requirements outlined in this REOI. Selected entities will be invited to participate in the subsequent tender process.
Qualification and Experience
The ideal candidate should meet the following qualifications and experience requirements:

- A minimum of ten (10) years’ experience in providing monitoring, evaluation and learning services for development programmes.
- Successful completion of at least five (5) assignments of similar nature, scope and complexity within the last ten (10) years.
- Demonstrated experience in designing and implementing monitoring systems, programme evaluations, data quality assessments and results verification exercises.
- Experience working on programmes funded by institutions such as the African Development Bank (AfDB), World Bank, Islamic Development Bank (IsDB), Agence Française de Développement (AFD), European Union (EU), United Nations (UN) agencies, USAID, FCDO or similar organizations.
- Demonstrated experience in private sector development, entrepreneurship, digital economy, innovation ecosystems, MSME development, access to finance or related sectors.
- Experience working in Nigeria or similar operating environments.
Financial and Tax Requirements
- Confirmation of financial capacity of the company (3 years audited statement of accounts and financial summary).
- Evidence of VAT Registration and Company Tax Clearance Certificates for the last 3 years.
Firms that are registered outside Nigeria shall submit relevant legal and compliance documents as applicable to their countries of jurisdiction.
Submission of EOIs
Please structure the Expressions of Interest as follows:
- Details / organisational profile of the firm or consortium (including nationality of the firms and contact person) (1 page)
- Expression of Interest detailing the firm’s strengths, expertise, approach and methodology and any relevant information (max. 5 pages)
- Experience in similar assignments (max. 5 pages)
- CVs of key staff members (max. 5 pages)
- Any additional documents or information the firm believes are relevant
EOI submissions should not exceed 20 pages, excluding supporting documents to be submitted as detailed under the Eligibility Criteria in the Terms of Reference.
The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, which is available on the AFDB’s website at http://www.afdb.org. Please note that interest expressed by an organisation does not imply any obligation on the part of the Bank to include it in the shortlist.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Policy and the procurement plan for the activities
